Is RectAreaLight good enough for your scenario?

You can emulate a fluorescent light tube with a cylinder of ReactAreaLights.

You can then also use emissive with postprocessing to enable glow effects.

If your lights won’t move, you can “bake” some of those lights in Blender into textures, then import them into Three. The non-dynamic light information will be contained in Textures, which greatly improves performance in certain scenarios without realtime dynamic lights.
