Environment based lighting - rotationing

I am trying to improve the lighting in my scene. I have a 3 point light system and load an EXR environment which I apply to each material in the scene. The results look pretty good.

I lock the rotation of the lights to the camera and I would like to do the same for the environment to complete the illusion I want where the target model rotates and everything else stays in place.

Is this possible? I have examined some of the environment related examples and it feels like there is a solution but I can’t quite get there.
