Why does one small animated GIF in the HTML drop FPS to 30 in Chrome

I added one small animated GIF overlay and the FPS drops to 30 in Chrome.

Firefox and Edge maintain 60. Why does this one little GIF kerplunk the performance?

Do you mind sharing a live example that demonstrates the performance issue?

You should have such an example anyway if you are going to report this to the Chromium bug tracker (assuming it is a browser issue).
