This was likely done with PowerPoint (or equivalent) and exported to SVG. I know Visio has a good SVG exporter too.

Another tool I’ve used is mermaid which supports exporting to SVG.

draw.io seems to be the best / closest match but it doesn’t highlight connected joints like we see in this vector.
