I have an interface wherein a user can upload a 3D model in either GLB, FBX or OBJ.
Once uploaded, other users can download the model in different formats (FBX or OBJ).
What can be the solution here as in to convert the GLB to a FBX etc?
Are there any limitations such as FBX cannot be be converted to GLB?

FBX should be convertable to GLTF / GLB - but not necessarily the other way around. Iirc FBX doesn’t support PBR materials, while GLTF does (and OBJ doesn’t support anything .)

Yes there is not great support to convert into fbx due to it being very proprietary and no native threejs fbxExporter.
FBX is also not performant in web applications, I would strongly recommend sticking to glb and converting from fbx into glb: Convert fbx to glb for Free. IOS, Windows, Linux - Filer
This 3d converter has the best support for keeping materials, especially if you have a proper .mtl file: Convert obj + .mtl, .lwo to glb for Free. IOS, Windows, Linux - Filer
This is not an easy solution and converting to FBX specifically is often not practical.
