Tips to make the shader reproducing a cool effect

Hi,

I would like to make the transition effect which is shown in this website:INSPIRATION by TOPPAN | INTERZUM 2017

So it’s not the first one you can see, it appears after 30 seconds.

Do you have any tips about how to make this ?
