Reference space offset not working in webxr

I am trying to use the new setReferenceSpace to offset the webxr camera so at the headset it matches the rotation in the non webxr camera. By default the webxr camera is rotated 180 degrees to what is set in the non webxr camera which I believe is a bug. Its a strange problem I have to rotate the headset to the left.

I should be able to rotate the camera up or down and in the headset it matches that position.
