Is Normal Scale Y been Flipped in v0.134.0?

I was testing a scene in v0.134.0, and got this

then I downgraded to v0.132.0, and I got this

I did notice there was some discussion regarding this in v0.133.0, but I’m not sure if this is what it was intended for.

Has it been changed or this is a bug ?
